I figured it out i had the exact problem If you go to the garage by useing the elevator and go as far to the right as you can you will see a car and her foot sticking out below it its the tiny flesh color under it just spam tap it and it should take you to the cut scene

Spend time figuring what I need to do like tapping the octo and talking to leah, did not work. I have like 150 feeds now

When you buy the food and go to the fish tank, you will see the *Feed* button. You don't have to touch the octopus.

It works by going back yo my latest save. It only let me feed octopis if I have 1 food, I did not noticed that I bought many so it does not let me
Oh man I am far from the time i bought fish food so I would need start again , but in one pack u have 25 food units so how u reduced to 1 ?
